Evaluation report of the Advanced Instructional Leadership Professional Diploma (AILPD) program 2023

This report presents the results of an external impact evaluation of the Advanced Instructional Leadership Professional Diploma (AILPD) program. The aim of this evaluation is to evaluate the impact of the program on public school leader graduates, specifically their transformation into instructional leaders, and the improvements observed in school culture, teachers' professional development, professional learning communities, mindset and attitudes, and students' learning outcomes. In addition, the evaluation aims to identify success stories from schools that have implemented instructional leadership practices learned during the program. The findings of the evaluation indicate that the AILPD program has led to significant and favorable outcomes for the graduated principals and their schools, teachers, and students. Most of the respondents consulted during the evaluation expressed a high level of satisfaction with the AILPD program. Principals highlighted their enhanced instructional leadership skills and abilities, resulting in positive changes within their schools and a welcoming environment - supported by students, teachers, MOE supervisors, and heads of directorates. Additionally, the evaluation includes a set of recommendations for further improvements based on the findings.
